POSITION SUMMARY

 

This position will support the Administrative Services department, including Planning and Projects, Facility Operations, Mail Services and Food Services teams with a focus on the project (Capital and O&M) processes for the department.  This includes responsibility for managing financial and analytical support such as, but not limited to, forecasting, budgeting, tracking, and reporting.  In addition, the position must demonstrate critical thinking and strategic analysis pursuant to Department goals and objectives and independently identify and execute continuous improvement opportunities.

 

RESPONSIBILITIES

 

  • Leading all aspects of the project (Capital and O&M) budgeting, forecasting processes and systems.
  • Owning, developing, improving, and maintaining of the OPPM Database that contains current and future project information.  This position will need to provide higher level strategic thinking and own the system so that it seamlessly functions as the project planning, tracking, and reporting source.
  • Owning the process for project creation and tracking while independently improving the systems to support the Administrative Services department.
  • Managing multiple operational and tactical medium to larger assignments and must appropriately leverage and network cross-functionally.  Examples include OPPM Database, improving cash flow tracking and analysis to utilize other FE department’s processes, integrating external project information to reduce manual processes, etc.
  • Interfacing between budget and reporting tools to support management tracking, reporting and decision-making (Qlikview, PowerBI, OPPM Database, PowerPlant, UI Planner, SAP, etc.).
  • Consulting throughout the Department on the Administrative Services budget and forecasts; overseeing management of various Department records.
  • Creating, maintaining and closing-out WBS numbers for proposed/approved projects.
  • Understanding, communicating, and providing insight throughout the organization on financial status for all project activity, including annual, quarterly, and future years forecast preparation, loading and other support.
  • Building all project labor budgets.
  • Supporting the establishment of O&M labor budgets.
  • Supporting Administrative Services staff with financial tracking, as required.
  • Financial reporting for Administrative Services includes, but not limited to: cost owner determination, settled and mid-month variance explanations; budget and reporting of actuals and variances; coordinate budget and forecast submittal to Short-Term Budget & Forecast group; month end and year end accrual reporting.
  • Independently performs multiple scenario analysis and reviews to identify continuous improvement opportunities.
  • Engaging in strategic, full portfolio projects to support the Admin Services department requiring strategic research and data mining (i.e. staff optimization, evaluation of substation support, analyzing costs and savings associated with the FacET system, etc.).
  • Supporting and developing Executive Leadership Budget presentations.
  • Communicating corporate guidelines, budget direction, schedules, and expectations.
  • Understanding and providing definitions of legal entities and settlement rules for capital expenditures.
  • Providing responses to requests for financial information (audits, SOX control inquiries, etc.).
  • Developing management reporting and presentations for the Administrative Services department.
  • Supporting Mail Services and Food Services business analytics and projects.
  • Performing project analytics and planning on behalf of the Administrative Services Department.
  • Independently identifying and leading continuous process improvement initiatives throughout the Administrative Services Department.
  • Learning and providing back-up as needed for the Facilities O&M Analysts.
  • Ensuring department activity is communicated to relative business units while meeting regulatory compliance requirements.
  • Lead and mentor junior staff.

QUALIFICATIONS

 

  • Bachelor’s degree in Finance, Computer Science, Business Administration, or related fields and a minimum of 7 years related work experience required.
  • In lieu of degree, 10 years related work experience required.  Related work experience includes budgeting, forecasting, and financial analysis experience.
  • Business and financial acumen including the ability interpret and understand various financial reporting.
  • Construction industry related experience preferred.  MBA preferred.
  • Proficient in Microsoft Office applications (Word, Excel, PowerPoint, PowerBI, and Project).
  • Effective project management skills are preferred with a demonstrated ability to develop, manage, and control multiple tasks.
  • Possess excellent interpersonal skills, strong written and verbal communication skills and strong analytical ability are required.
  • Demonstrated team player and able to work cross functionally.
  • Positive attitude and proactive behavior.
