This is an open position with FirstEnergy Service Company, a subsidiary of FirstEnergy Corp. [FEU]


This position reports to the Supervisor, Operational Technology Configuration Management (OTCM) Administration and is located at the Akron General Office (76 South Main Street Akron, Ohio 44308).  The OTCM department is responsible for processes, procedures and tools (ENOSERV PowerBase and ENOSERV RTS) to manage configurable substation equipment.  The OTCM solution is the primary storage and collection system for device configuration/settings information, test results, compliance attributes, etc. Powerbase (a relay configuration/settings database) was rolled out in April 2017 and RTS (a relay testing and configuration tool already utilized by FE) was modified to interface with PowerBase in 2018. 


This position will be responsible for all aspects of the day to day business administration, support, projects, and general communications related to OTCM.  The position will work across FE with many departments, including but not limited to: regional operating companies, FERC Compliance, Transmission Planning Protection, Transmission & Substation Design, Transmission & Substation Services, Project Management, IT, and Work Management.  In additional to FE internal stakeholders, this position will work with the Doble/ENOSERV (OTCM vendor) to propose and implement PowerBase & RTS upgrades to enhance the usability of PowerBase.





  • Demonstrating and directing a solid commitment to all aspects of safety.
  • Working with vendor(s) to coordinate system improvements, upgrades and testing new releases of the code.
  • Developing and documenting business processes and requirements as needed to insure consistent, sustainable operations of the OTCM system.
  • Developing, documenting and executing of test cases and scripts to validate system functionality.
  • Providing training to the regions on Powerbase, RTS and related data systems, including functionality, processes, and roles and responsibilities.
  • Coordinating OTCM systems upgrades, maintenance outages (i.e. change control, communication, testing, etc.)
  • Working with approximately 800+ FE OTCM users
  • Providing OTCM database support (including query and reporting)
  • Providing services to help maintain the integrity of substation equipment configuration, test results and related data in the OTCM system.
  • Providing OTCM business administration services necessary to insure compliance with all regulatory standards including CIP and internal standards including RAAD.
  • Providing oversight and business administration of user access to PowerBase and RTS
  • Proposing new solutions to improve PowerBase, RTS and related tools to insure accuracy, efficiency, and adherence to applicable FE standards.
  • Understanding and managing work according to business needs, departmental budget, and regulatory requirements.
  • Engaging in open, honest, direct, and ongoing conversation amongst team members.
  • Supporting process improvement activities that increase productivity and enhance data quality.
  • Analyzing complex issues and developing actionable recommendation; ensuring decisions impacting the team and FE Regional Management are based on data and sound reasoning.
  • Performing daily production support and help desk activities.
  • Supporting the Emergency Plan through participating in the assigned storm duties including hazard response and hazard dispatch activities






  • Associate or Bachelor degree with a minimum 4 years professional work experience is preferred.
  • In lieu of a degree, 7 years of direct, related experience will be considered.  The experience must be at a professional (exempt) level with an in-depth understanding of the subject matter.
  • Proven effective leadership skills to communicate with and direct work of others that will ensure safety and produce satisfactory work.
  • Excellent customer relations skills and strong communication skills to make clear, accurate and concise oral and written reports.
  • Experience in Energy Delivery (ED) transmission/distribution systems or in general business operations preferred
  • Knowledge of Energy Delivery work management processes and procedures preferred
  • Familiarity of transmission substation equipment and related attributes and configuration is preferred.
  • Strong teamwork and interpersonal skills.
  • Ability to work cooperatively with others and to provide excellent customer service, as well as work independently.
  • Ability to manage a dynamic work environment with travel periodically between multiple local work locations and occasional overnight stay required.
  • Established relationships with internal customers a plus.
  • Strong oral and written communication skills to effectively convey information to various levels in the organization
  • Excellent analytical abilities involving complex problems; exercise sound judgment; detail oriented.
  • Demonstrate a questioning attitude to continue to learn, produce results, and strengthen existing relationships
  • Familiarity working with databases is preferred.
  • Familiarity with either or all – Powerbase, RTS, Cascade / QlikView / Energy Delivery Outage Application (EDOA) / CrossBow / SAP is preferred.
  • Highly proficient with Microsoft Office tools, including Excel, Access, PowerPoint, and Word.
