There are 2 positions available and can be located in Greensburg, PA, Reading, PA or Akron, OH.

 

The job of Scoping & Estimating Engineer requires an individual to be self-directed with an interest and/or ability to create project scopes and estimates for Transmission Line and Substation projects.  This position will work within a staff of engineers, business analysts, drafters and designers; both internal and external, engaged in a wide variety of preliminary engineering design, from the request for project scope and estimation through construction and record update.  This position will report on the progress of scopes and estimates for design projects and advise of any issues that could impair the successful completion of the project on a proactive basis. This position must provide technical support to other FirstEnergy departments. 

 

Responsibilities include:

 

  • Reviewing project requirements provided by stakeholders for appropriate project definition to meet expected estimate accuracy
  • Preparing initial and detailed scopes as well as estimates for proposed projects to ensure all facets of work are accounted for and that the project is feasible for construction.
  • Ensuring all proposed projects and designs meet current FE standards.
  • Conducting review of project scope for feasibility and preliminary layout / arrangement.
  • Provisioning updated scope documents and estimates for all relevant projects to ensure accuracy of data used to provide portfolio / budget updates.  Similar information may also be conveyed to external entities such as PJM.
  • Ensuring preliminary designs support a safe environment for transmission lines and substations personnel, contractors and the general public.
  • Collaborating with outside engineering firms, vendors, equipment manufacturers and consultants.
  • Providing engineering support to employees to assist in their learning of standards, procedures, designs, and associated issues.
  • Supporting communication across business units regarding project needs.
  • Supporting and sustaining FirstEnergy as a high performing organization by contributing to excellent organizational performance and values of FirstEnergy through responsible effective work performance.
  • Participating in industry meetings to confirm FirstEnergy has a voice in direction of industry (i.e. IEEE, EPRI, etc.).

 

An employee hired at the Engineer IV level will be expected to perform all the above responsibilities with more proficiency, and in a more independent manner.  Further, the Engineer IV level employee will be assigned additional responsibilities related to those above.

Qualifications include:

 

  • Bachelor’s of Science degree in Electrical or Civil Engineering (BSEE or BSCE) from an ABET accredited institution is required.  In lieu of a degree, a Professional Engineer’s (PE) License is required. 
  • A Fundamentals of Engineering (FE) Certificate is preferred.
  • Minimum of 3 (three) years of Engineering experience is required.
  • Working knowledge of applicable computer software necessary to fulfill job duties including but not limited to Microsoft Office and AutoCAD. 
  • Knowledge of OPPM, FileNet, SAP, PLS-CADD, TAMI, EMS, TLL, GIS and Cascade a plus.
  • Valid driver’s license.   Must embrace a safety culture and maintain a safe work environment for co-workers and the public.
  • Must be able to manage multiple projects simultaneously and be able to work effectively under the pressure of deadlines, unexpected developments, changes in project scope, budget constraints, unforeseen field problems and demands on time for work assignments outside of the normal duties.
  • Must have strong interpersonal skills and develop and maintain relationships across FE, with outside firms and manufacturers that further facilitate the cooperation needed to complete assigned tasks and that will inspire others to achieve, or exceed, goals.
  • Must be able to work independently as well as in teams to coordinate projects with other FirstEnergy departments.
  • Ability to make practical decisions without undue delay and based on the best information available at the time that the decision must be made.
  • Must be able to communicate effectively with good verbal skills and writing skills, providing comprehensive project status reports, clear and concise correspondence, and accurate information.
  • Must possess strong organizational, computer, and problem-solving skills.
  • Must be self-directed and not dependent on detailed instruction from others.
  • Ability to support numerous locations, must be willing to travel throughout the service area and to work extra and irregular hours if required.


At the Engineer IV level, qualifications include all the above, plus:

 

  • Bachelor’s of Science degree in Electrical or Civil Engineering (BSEE or BSCE) from an ABET accredited institution is required.  In lieu of a degree, a Professional Engineer’s (PE) License is required. 
  • A Professional Engineering (PE) Certificate is preferred.
