About the Opportunity

The Managing Engineer is responsible for the safety of all contractors working on site, coordinating activities, communications, and work products of the Merrill Creek Reservoir (MCR). This individual works independently and as part of a small team of professionals to manage interdisciplinary tasks, programs, committees and other facility needs.  The role may evolve to meet facility needs. 

 

The Managing Engineer communicates closely with the Merrill Creek Owners Committee (MCOC) Chair and the MCOC regarding critical financial, contractual and operational aspects of the facility and serves as the primary point of contact for any governmental agency having jurisdiction over any aspect of the facility’s operation, maintenance and other regulatory affairs.

 

Responsibilities include:

 

  • Executing dam surveillance program to maintain dam safety and regulatory compliance including vegetation control, maintenance, Emergency Duty Officer Inspections, Emergency Action Plan drills, and the Operations Plan.
  • Overseeing dam monitoring instrumentation program, regulatory inspections, maintenance and geotechnical data management systems, policies and procedures.
  • Conducting MCR Emergency Action Plan (EAP) activities with a focus on safety and regulatory compliance; facilitating EAP drills and implementation of the NJDEP approved plan; serving as an Emergency Duty Officer (EDO), on-site and on-call. 
  • Implement facility-wide security programs including inspections, assessments, regulatory compliance, and Owner’s Group policies in accordance with current security best practices.  Manage alarm systems and Cyber Security.  Patrol the facility, and control public access as needed.

  • Acting as liaison for regulatory inspections.  Managing and maintaining compliance programs for various permits and resolutions.
  • Performing health & safety activities including OSHA safety inspections, recreational safety inspections, quarterly safety meetings, housekeeping inspections, and coordinating training to ensure regulatory compliance and a safe environment for employees and the public. 
  • Managing contractor safety program, Job Safety Analyses; participating in Owner company safety program.
  • Serving as Committee Liaison for working committees such as: Risk Management, Security Task Force, Dam Safety, Public Relations, Legal
  • Executing reservoir consumptive/other releases in accordance with operational procedures and established protocols as approved by Merrill’s Creek Owner’s Committee (MCOC) and regulatory agencies. Maintaining Consumptive Use system management and reporting to ensure compliance.
  • Managing Preventative Maintenance and Corrective Maintenance contractors, systems and procedures to ensure proper operation and protection of Owner’s Group assets.
  • Managing facility fiscal responsibility.

 

Qualifications:

 

  • Bachelor of Science in Engineering from an ABET-accredited (Accreditation Board for Engineering and Technology) institution is required.  An Electronic(s) Engineering Technology degree requires a PE license to meet position requirements.
  • Minimum of 5 – 8 years’ related field / industry experience is required.  Related work experience includes dam surveillance and monitoring, facility regulatory compliance and security, and managing contractor safety programs.   
  • Experience in working with regulatory agencies and professionals in a variety of operational and environmental disciplines is strongly preferred.
  • Demonstrated written and verbal communication ability, including presentation skills.
  • Strong interpersonal skills and customer focused.
  • Result-oriented and a team player; committed to good engineering and business practices.
