About the Opportunity

This is an open position with Jersey Central Power & Light (JCP&L), a subsidiary of FirstEnergy Corp. [JCPL]


This forestry supervisor position may be filled at a JCP&L location in Central or Northern NJ and is responsible for Vegetation Management Operations along the distribution and sub-transmission overhead facilities within the boundaries of the FirstEnergy Operating Company.


Responsibilities include:


  • Demonstrating and directing a solid commitment to all aspects of safety.
  • Independently overseeing the execution of the annual vegetation management work plan.
  • Resolving complex property owner refusals, responding to owner work requests, questioning, and resolving complex complaints.
  • Leading field inspections of vegetation management work completed by contractor tree crews and post-circuit inspections of rework to ensure specification compliance.
  • Providing oversight and guidance to contracted vegetation companies within assigned territory; this includes all related vegetation management work such as work planning, tree work, herbicide work, new construction, and all unplanned work activity.
  • Supervising and providing direction for the safe and productive performance of a skilled workforce, which includes oversight of contractor and company employees to achieve performance objectives and meet safety requirements.
  • Ensuring company employees and contractors systemwide are following work practices in accordance with all related specifications, policies, and procedures of the vegetation management program.  This includes assuring they are clearly understanding and implementing work standards in accordance with federal reliability standards.
  • Leading the research and analysis of new methods and procedures for vegetation management including tools, equipment, crew types and herbicides.
  • Leading the implementation of the quality control process.
  • Leading aerial, mid-cycle and mitigation vegetation inspections.
  • Leading distribution and sub-transmission tree-related outage investigations.
  • Supporting storm restoration activities as required including 24-hour on-call availability.
  • Leading the preparation of work-load estimates using predetermined methodologies.
  • Overseeing the review and approval processes of contractor timesheets.
  • Leading and overseeing the performance of duties associated with clearing vegetation for new construction of distribution and sub-transmission facilities.
  • Leading the implementation of the Distribution Vegetation Management Program and completing required documentation to ensure mandatory state and federal regulatory standards are met.




  • Two to four year degree in Forestry Science or related discipline (agriculture or environmental) and a minimum of 5 to 7 years' related work experience is required.
  • OR High School Diploma / GED and a minimum of 7 years' related work experience.  Related work experience includes utility vegetation and right of way management.
  • Possess certification as International Society of Arboriculture (ISA) Certified Arborist/Utility Specialist or acquire certification within one year of assuming the position.
  • Strong understanding of National Electrical Safety Code.
  • Solid background in urban forestry, plant identification, hazard tree evaluation, pesticide applications and communication skills.
  • Strong understanding of the American National Standards Institute - ANSI Z133.1 - Arboricultural Operations - Safety Requirements; ANSI A300 Part 1 - Tree Care Operations - Tree, Shrub and Other Woody Plant Maintenance - Standard Practice - Pruning; and ANSI for Tree Care Operations - ANSI-A300 - Part 7 Tree, Shrub and Other Woody Plant Maintenance - Standard Practice - (Integrated Vegetation Management a. Electric Utility Rights-of-Way).
  • Strong understanding of the OSHA Safety Standard 29 CFR Part 1910.269 as it applies to all tree pruning and removal personnel who may work near electrical conductors. 
  • Robust understanding of overhead and underground construction methods, maintenance practices, overhead and underground construction standards, rates, procedures and service practices.
  • Able to understand and apply knowledge of regulatory requirements.
  • Proficient with PC software applications, including Microsoft Office, SAP, GIS View and PowerOn computer systems.
  • Understand the company's Accident Prevention Handbook and possess the ability to work safely.
  • Demonstrated leadership qualities that allow one to provide effective guidance to others, coach others in effective decision making and facilitate meetings.
  • Access to a personal vehicle to commute to various facilities and locations as required and possess a valid driver's license.
  • Possess the physical ability to perform field surveys and inspections in all weather conditions.
  • Able to build relationships and credibility and provide staff support to management and higher levels of professionals, as needed.
