The Safety and Human Performance Consultant position is responsible for managing both the Plant Safety and Health Program and Site Human Performance. The selected individual will serve as a resource for management, leadership and supervision.  This person will be responsible for the direction, planning, development, and coordination of the plants' safety and human performance programs, performing observations and assessment of plant activities.  The Safety and Human Performance Consultant will work to develop a zero-injury culture with employees and contractors to define expectations, drive human performance improvement strategies and establish processes for compliance with applicable regulations and company policies.

 

Responsibilities include:

 

• Providing technical / analytical guidance regarding OSHA and DOT regulations, as well as the consensus standards (i.e., NFPA, ASTM, ANSI, etc.)

• Understanding and application of safety and human performance (HU) rules, along with consulting and advising directors, managers, supervisors, employees and other personnel with respect to the company's safety/HU program and performance

• Educating employees on safe work practices and human performance techniques, investigating accidents, and taking steps to prevent recurrence

• Coordinating with Operations, Engineering, Maintenance, and other site organizations to determine the cause of human performance errors and to develop both tactical and strategic actions and methods to prevent recurrence

• Overseeing fall protection, scaffold erection/dismantling, permit required work and asbestos (building inspector) needs

• Preparing and filing safety records/reports, as well as maintaining monthly accident frequency/severity ratings and reviewing accident reports

• Recommending pre-emptive changes in methods, processes and materials to eliminate potential human error traps

• Assisting with plant event investigations, condition report investigations, and corrective action development within the Human Performance arena

• Assisting in coordinating the company DOT/CDL and safety-sensitive drug and alcohol programs and overseeing all security issues

• Supporting multiple plant safety committees

• Working with Corporate Health & Safety to conduct industrial hygiene assessments and devise monitoring plans

• Performing safety audits and conducting hazard assessments while prescribing the proper means of approved personal protective equipment

• Reviewing safety and human performance Operating Experience at other nuclear power plants as coordinated and shared with Fleet and other FENOC site advocates and determining its applicability to the station

• Coordinating initial and re-qualification of General Employee Training (GET) and arranging for courses as necessary for new and existing employees

• Travelling as necessary between plant locations to meetings and to provide support

• Performing Emergency Response Organization (ERO) duties as assigned

 

Qualifications:

 

• Bachelors’ degree in Occupational Safety, Industrial Hygiene or a related discipline and a minimum of 10 years related professional-level experience is required

• In lieu of a degree, a high school diploma or GED and a minimum of 12 years related professional level experience is required

• Prior work-related experience with Safety and/or Human Performance in the utility industry is preferred

• Relevant Human Performance and/or Industrial Safety certification(s) is preferred

• Ability to obtain an advanced safety certificate from the National Safety Council (or equivalent) as required

• Ability to independently create and deliver programmatic training and demonstrations to diverse audiences

• Experience investigating and developing new safety methods and techniques, as well as investigating equipment safety compliance

• Demonstrated experience with the rules and regulations of the Occupational Safety and Health Act (OSHA), Department of Labor and the Workers' Compensation laws of OH and PA

• Ability to become an accredited instructor in primary and advance first aid and CPR courses

• Possess a cooperative temperament and have demonstrated the ability to create and maintain a positive working relationship with other departments

• Exceptional ability to create and promote cooperation and teamwork

• Demonstrated leadership ability to champion positive change and possess strong organizational and management skills

• Must reside within site-specific ERO response time
