Manager, Vegetation Program Management

Responsibilities Include

  • Ensure safety of staff, demonstrating a personal commitment to safe work practices and being a role model for safety.
  • Support FirstEnergy’s programs that focus on contractor safety.
  • Provide direct supervision to the Vegetation Program Management (VM PM) Supervisors.
  • Promote the team’s commitment to FirstEnergy’s core values and behaviours and address conflicting actions through HR’s performance management process.
  • Promote a culture that values diversity , equity, and inclusion that pertains to staff and all other stakeholders.
  • Manage a staff of professionals by motivating, coaching, and fostering a vision of excellence and innovation.
  • Lead, own, or support all initiatives related to software and hardware used by Vegetation Management (VM).
  • Partner with IT, The Digital Factory, Performance and Process Improvement, and other impacted business units for all improvements and initiatives related to VM.
  • Engage VM Leadership to establish and achieve scheduled timeline milestones and appropriate benchmarking measures for safety, compliance, reliability, work plan completion, customer service and financial performance.
  • Influence efforts across the entire VM Program that increase productivity, timely activity completion, and increase the implementation of Industry Best Management Practices.
  • Ensure system-wide work practices, related specifications, implementation guides, policies, and procedures for the vegetation management program are current and in accordance with all Industry, Federal, State, Local, and Municipality standards.
  • Maintain document control and assist with updating forms, templates, talking points, brochures, etc. related to Vegetation Management program, initiatives and requirements.
  • Responsible for monitoring, assigning, and coordinating business unit compliance and reliability actions tracked in Compliance databases, including self-certification, data submittals and internal controls evaluation.
  • Supporting the implementation of the Transmission Vegetation Management Program and ensuring all required documentation is completed to meet mandatory requirements of NERC FAC-003, Vegetation Management Standard, including overseeing the execution of the Annual Vegetation Management Work Plan and all associated documentation.
  • Responsible for assisting and advising staff and management in meeting applicable Federal, State, Local and/or Municipality Standards and acting as liaison with FirstEnergy’s Compliance, External Affairs and Legal Departments, as needed.
  • Identify and implement continuous improvement opportunities and compliance concerns for resolution.
  • In coordination with VM Leadership, identify, develop, and implement emerging technologies to improve the VM Program.
  • Support improvement of processes and implementation of work practices by drafting lessons learned, safety alerts, programmatical improvements, and completing general updates as needed.
  • Oversee creation and coordination of operation training to ensure consistent implementation of VM programs.
  • Provide Strategy support for sourcing all VM activities.
  • Provide Forestry expertise in legal matters regarding vegetation clearing on or adjacent to FirstEnergy’s electrical system and when responding to Public Utility Commission complaints.
  • Prepare written responses and/or perform document reviews for legal hearings, testimonies, litigation, and public commission offices.  Track legal cases and clarifications to the VM Program.
  • Develop programs, initiatives, and provide key business metrics for monitoring the implementation and improvement of herbicide used across the VM Program.
  • Lead or participate in various Environmental stewardship initiatives, Social, and Governance (ESG) analysis, benchmarking, industry research, and reporting; biodiversity, pollinator seed mix, and IVM initiatives; Monarch CCAA; Power in Pollinators; EPRI projects; Right of Way as Habitat Working Group; TreeLine USA; Pollinator Week activities; other Industry Initiatives.
  • This position will require periodic intercompany travel and occasional overnight stays.



  • Minimum Bachelor's degree in Forestry Science or related discipline (agriculture or environmental), or Associate degree in Forestry Science or related discipline (agriculture or environmental) along with 7 years of related work experience, or High School Diploma (or GED) along with 10 or more years related work experience. Related work experience is utility vegetation or right of way managemen
  • Must be an ISA Certified Arborist/Utility Specialist or SAF Certified or Certified Tree Expert or acquire within 6 months of holding the position.
  • Must hold a State pesticide license for State resides in or acquire these within the first six-months of holding the position.
  • Must have extensive knowledge of Transmission Vegetation Management (TVM) and Distribution vegetation management (DVM) contractor specifications, contractor field operations, work practices, forestry contracts and be familiar with State and Federal related regulatio
  • Must work with Vegetation Management leadership on establishing a timeline for activities for the Vegetation Management Program.  Included will be all groups within the program.  Lead the completion of all VM PM activities on-time.
  • Must understand the American National Standards Institute - ANSI Z133.1 - Arboricultural Operations - Safety Requirements.
  • Must understand the American National Standards Institute - ANSI A300 Part 1 - Tree Care Operations - Tree, Shrub and Other Woody Plant Maintenance - Standard Practice – Pruning.
  • Must understand the American National Standard for Tree Care Operations - ANSI-A300 - Part 7 Tree, Shrub and Other Woody Plant Maintenance - Standard Practice - (Integrated Vegetation Management on Electric Utility Rights-of-Way).
  • Must understand the OSHA Safety Standard 29 CFR Part 1910.269 as it applies to all tree pruning and removal and personnel who may work near electrical conductors.
  • Possess leadership qualities that allow one to provide effective guidance to others, coach others in effective decision making and facilitate meetings.
  • Must have ability to proactively work with staff to assure there is uniformity, consistency, and compliance with the implementation of all FE Vegetation management practices and policies.
  • Must have ability to collaborate and assist on setting targets with staff and vendors to drive continuous improvement.
  • Must have strong interpersonal skills to gain cooperation with internal and external customers.
  • Must be results oriented to meet budget and key performance indicators and a demonstrated ability to lead a team to achieve business objectives.
  • Excellent ability to communicate and present himself/herself in a professional manner, demonstrate public speaking and presentation skill, be able to effectively handle conflict and testify in legal issues
  • Excellent effective oral and written communication skills.
  • Basic knowledge of National Electrical Safety Code.
  • Basic knowledge of PC software applications which include Microsoft Office.
  • Demonstrated ability to meet deadlines.
  • Valid driver's license and personal vehicle required.
  • Must have a personal vehicle to commute to various facilities and locations as required, possessing a valid driver's license.
  • Possess the physical ability to perform field surveys and inspections in all weather conditions
  • Ability to build relationships and credibility, and provide staff support to management and higher levels of professionals, as needed.
